A proposed provider can have a strong business idea and still look weak if the management roles are unclear. CQC needs to understand who will run the regulated activity day to day and who represents the organisation’s accountability.
The Registered Manager is the person proposed to manage the regulated activity where the role is required. For a domiciliary-care service, this usually means CQC will want to understand whether that person has the knowledge, character, experience, time and authority to run the service safely and consistently.

The role is not a decorative title. It should show how the organisation will keep oversight of quality, staffing, safeguarding, complaints and governance.
Organisation-level accountabilityClear authorityOversight evidenceNew applicants sometimes assume the Registered Manager is simply “the experienced care person” and the Nominated Individual is simply “the director”. CQC may look more closely than that. The application needs to explain what each person will actually do, how decisions will be made, who has authority, and how the service will be controlled when the business starts operating.
Weak applications often leave these roles vague. They do not explain whether the proposed manager has enough time, whether the director understands the oversight role, or how the provider will respond if recruitment, complaints, safeguarding or quality problems arise.
